                criminal or civil action relating to the complaint
                is pending against either the complainant or the
                officer or officers involved;amending Section 4.08.020
                relating to the jurisdiction of the Board to provide
                the Board shall lose jurisdiction over a complaint 
                if the complainant files a civil action relating to
                the same facts as the complaint before them; amending
