TAX FUNDS:
City Council -
- Eliminate contract with Lancaster County for shared receptionist by $22,383.
Finance -
- City Treasurer - Increase amount for payment to false alarm collection company by $51,000 and revenue projection from false alarms by same amount.
- City Treasurer - Add $17,224 for temporary position to implement and collect telecommunications occupation tax and increase projected tax revenue by same amount.
- Add $55,978 for one position to assist with implementation of arena-related occupation taxes to be funded with West Haymarket Joint Public Agency revenues.
General Expense -
- Adjustments to City share of joint City-County agencies - ($12,513)
- General Expense - Adjustment to City share of Joint Budget Committee agencies - $638
Parks and Recreation -
- Restore $47,260 to fund professional forester position. Funded from Special Assessments Revolving Fund.
- Restore $17,000 of the $35,588 cut in funding for the Willard Community Center to provide a transition period for the neighborhood to assume operations. Funded with $9,322 from Special Assessments Revolving Fund and $7,678 from savings within Parks.
Police -
- Restore $57,324 for one Public Service Officer to provide one per quadrant. Funded with $39,000 from Special Assessments Revolving Fund and $18,324 additional savings from hiring delays.
Public Works and Utilities/StarTran -
- Eliminate $64,064 for one Field Supervisor in order to continue low-income bus fare program.
- Reduce StarTran interfund transfer by $50,000.
General Fund -
- Any new revenue greater than $666,000 received from the new telecommunications occupation ordinance shall be deposited to the Cash Reserve Fund.
All tax funds -
- Transfer to each department and division the amount necessary to fund the staffing for the ATU and LCEA labor settlements.
- Adjust Special Assessments Revolving funds as necessary to maintain property tax rate at 28.8 cents per $100 in assessed valuation, pending receipt of final valuation figures from the County Assessor's Office.
NON-TAX FUNDS:
Fire - Add 6 Firefighter/Paramedics funded by federal SAFER grant of $359,178.
Urban Development - Increase amount available for CDBG loans by $189,790, the actual grant award amount.
Public Works and Utilities Capital Improvement Program - Remove $8.1 million for a City-owned facility in northwest Lincoln.
All non-tax-funds - Transfer to each department and division the amount necessary to fund the staffing for the LCEA labor settlement.
