The Water-Wastewater Program assures that citizens are supplied with safe drinking water and that the potential for ground water contamination is minimized. All new wells within Lincoln's jurisdiction are inspected and sampled. All new private sewage systems are inspected and permitted.

The Wellhead Protection Project works with villages to identify the area surrounding community water wells that need to be protected so ground water can remain uncontaminated. The program also performs loan approval inspections for lending institutions.
