MAYOR NAMES KOLLER PERSONNEL DIRECTOR
Mayor Chris Beutler today announced his appointment of local businessman Mark Koller as Director of the Lincoln-Lancaster County Personnel Department, effective December 11. Koller is the President and CEO of HRConnex, Inc., a business consulting firm that focuses on human resources and economic development. Koller will replace Don Taute, who will return to the City Attorney’s Office where he worked from 1984 to 2003.
“Mark already has served my administration and this community through his work on the City budget and Fire Chief selection committee,” said Beutler. “I have been very impressed with his ability to build consensus, his problem-solving skills and his involvement in the community. We are very fortunate that he has agreed to share his knowledge and expertise with us as Personnel Director.”
Koller said he would suspend the operation of HRConnex, the one-person firm he started in 2004. He came to Lincoln in 1998 from Lexington, Kentucky to join Commercial Federal Bank. In Lexington, he also had his own consulting firm and worked for other banking institutions. He has a bachelor’s degree in finance from the University of Cincinnati and completed graduate courses at the Universities of Delaware and Kentucky.

I look forward to joining the team and helping our outstanding City and County workforce to be even more productive.”
Koller has served on the boards of the Lincoln Chamber of Commerce; NeighborWorks Lincoln; Community Development Resources; the Lincoln Area Workforce Investment Board; and Rotary International #14. He also was a member of the Mayor’s Community Development Task Force from 2002 to 2006.
The Personnel Department is responsible for the recruitment, testing and selection of applicants for County and City positions. It coordinates training, conducts salary surveys, performs classification studies and recommends compensation.
The department also is responsible for labor relations, maintaining employee records, administering drug and alcohol testing, and administration of the police and fire pension, group insurance and all employee benefit programs. The department includes the Risk Management division, which administers workers compensation for City employees and liability, property and casualty insurance.
The City employs 1,892 full-time plus and 104 part-time persons (as of Sept. 10). The County employs 1,132 full-time and 125 part-time persons (as of Nov. 5). The Personnel Department has a staff of 20.
The appointment of Koller will require approval of the City Council and County Board.
