Finance Director Selects Wolf Drbal as New Budget Officer

Mayor appoints interim Health Department Director

Brandon Kauffman, Director of Finance, has selected Sherry Wolf Drbal, City Budget Analyst, as Lincoln's new Budget Officer. Wolf Drbal has been a budget analyst for the City since 1987. She replaces Steve Hubka, who retired as Budget Officer in October 2016.

Wolf Drbal began working for the City in 1980 as a clerk in the Transportation Department. She transferred to the Finance Department in 1985 and became a Budget Analyst after earning her B.S in Business Administration from UNL in 1987.

"Sherry is a dynamic person with extensive experience in budget development and financial planning," Kauffman said. "Her experience combined with the vision she shares for the budget development process will greatly assist the City moving forward. We are excited for her promotion to the Budget Officer position and look forward to the changes she will implement to enhance the budget."

"I'm thrilled to have the opportunity to use my experience as part of the City management team," Wolf Drbal said. "I'm looking forward to implementing new ideas with the new finance director. I'm thankful for the support and confidence I have received from Brandon and the hiring committee in giving me this opportunity, and for the opportunities and training from former finance directors Steve Hubka and Don Herz over the years."

The Budget Officer is responsible for the administration and preparation of the biennial budget cycle, maintains the City's forecast of revenues and expenditures, coordinates the work of staff for the division and assists with policy analysis and review.

The City Finance Department handles City funds and investments, prepares City bond issues and helps develop the City's annual budget. The Department includes Accounting, Budget, the City Clerk and the City Treasurer as well as two divisions that also serve Lancaster County - Information Services and Purchasing.

In other staffing news, Mayor Chris Beutler has appointed Charlotte Burke, MS, RD, as interim Director of the Lincoln-Lancaster County Health Department. Burke currently manages the department's Health Promotion Data and Evaluation Division. Burke replaces Judy Halstead, MS, who is retiring in May.

"Charlotte has an impressive background and valuable experience," Beutler said. "We are fortunate to have outstanding professionals like Charlotte who are dedicated to the Lincoln Lancaster County Health Department and are ready to step up and take on new challenges."

Halstead started at the Health Department in 1994 and has been director since 2010.

"Judy has been an impressive and dedicated director," Beutler said. "She has a deep commitment to public health as evidenced by her priority to improve healthcare access."

Burke has worked for the City for 25 years, all of them with the Health Department. She began in 1992 as the Cardiovascular Coordinator in the Health Promotion and Outreach Division and became the division manager in 2002.

Burke has a bachelor's degree in nutrition and dietetics and a master's degree in general studies with an emphasis in adult and continuing education from the University of North Dakota. She was the Director of the Nutrition Department at the Medical Center Rehabilitation Hospital in Grand Forks, ND for 15 years, and an Assistant Professor in the Dietetics Program at the University of North Dakota for two years before moving to Lincoln.
