          Director of Planning, to amend the 1994 Lincoln/Lancaster County
          Comprehensive Plan to extend the future service limit along both
          sides of West "O" Street from NW 40th Street to beyond NW
          56th Street.
          Planning staff recommendation: Approval
          Had reopened public hearing.  Planning Commission recommendation:
          APPROVAL of extending the future service limit along only the 
          north side of West"O" Street, 7-0.

     3.1b Annexation No. 98016, requested by Richard A. Peterson, on behalf
          of Duane Acklie, of Crete Carrier Corporation, to annex the 
          property generally located at NW 56th and West "O" Streets.
          Planning staff recommendation: Approval
          Had reopened public hearing.  
          Planning Commission recommendation:  APPROVAL of the annexation of
          only the area on the north side of West "O" Street, 7-0.

     3.2a Annexation No. 99001 by the Interim Director of Planning to annex
          a portion of Lot 9, located in the NE 1/4 of Section 13, T10N, 
          R5E, generally located at NW 56th Street and W. Adams Street.
          Planning staff recommendation: Deferral, until the water 
          information has been provided to the satisfaction of Public Works 
          and Utilities and an Annexation Agreement has been completed with 
          city staff.
          Had public hearing.  Planning Commission voted 5-2
          to DEFER at the request of staff (Schwinn and Wilson dissenting).

     3.2b Change of Zone No. 3162, requested by Lyle Loth of ESP, from AG
          Agriculture to R-3 Residential on a portion of Lot 9, and from R-3
          Residential to AG Agriculture on a portion of Lot 9, located in 
          the NE 1/4 of Section 13, T10N, R5E, generally located at NW 
          56th Street and W. Adams Street.
          Planning staff recommendation: Deferral until water service to
          the lots on the outer boundary can be confirmed and the Annexation
          Agreement is acceptable

     3.2c Preliminary Plat No. 98023, View Pointe West, requested by Lyle

          length, low flow liners and curb and gutter requirements in N.W.
          56th Street, on property generally located at NW 
          56th Street and W. Adams Street.
          Planning staff recommendation:  Deferral until the water

     3.2d Special Permit No. 1740, View Pointe Community Unit Plan,
          requested by Lyle Loth of ESP, consisting of 178 single family

          flow liners and curb and gutter requirements in N.W. 56th Street,
          on property generally located at NW 56th Street and
