     1.5  Waiver of Design Standards No. 99001, requested by John Cooper, to
          waive the required minimum lot depth of 90' for residential lots 
          for the J. W. Cooper Addition Administrative Final Plat, on 
          property generally located on the northwest corner of  S. 40th 
          Street and Calvert Street.
          Planning staff recommendation: Approval of a waiver of the 
          minimum lot depth from 90 feet to an average lot depth of 72.5
          feet for the western parcel and 72.43 feet for the eastern parcel
          Removed from Consent Agenda and had separate
          public hearing.  Planning Commission recommendation: APPROVAL of 
          staff recommendation, 6-0.

        CHANGE OF ZONE:

     3.1  County Change of Zone No. 183, requested by Eugene Benes, from AG
          Agriculture to B Business, on property generally located south and
          west of NW 70th and Agnew Road, just south of the
          unincorporated town of Agnew.
          Planning staff recommendation: Denial
          Had public hearing.  Motion for approval failed 3-3
          (Schwinn, Duvall and Krieser voting  yes'; Wallace, Steward and 
          Hopkins voting  no').  Held over for ADMINISTRATIVE ACTION on 
          2/24/99.  Public hearing was closed.

     3.2  Change of Zone No. 3163, requested by Mark Hunzeker, on behalf of
          the Russell Parrott Estate, from AG Agriculture to H-3 Highway
          Commercial District, on property generally located at N.
          27th Street and Interstate 80.
          Planning staff recommendation:  Approval to that portion of the 
          site that has been delineated as outside the wetlands, including a 
          buffer area, by a wetland delineation consultant.  The applicant 
          must submit the metes and bounds description of such area before 
          this application is scheduled on the City Council agenda
          Had public hearing.  Planning Commission recommendation: 
          APPROVAL OF STAFF  RECOMMENDATION, 5-1 (Wallace, Steward, Schwinn, 
          Krieser, and Hopkins voting  yes'; Duvall voting  no').
          Motion to reconsider carried 6-0.  Planning Commission 
          recommendation upon reconsideration: APPROVAL OF THE

     CHANGE OF ZONE WITH RELATED ITEMS: 

     3.3a Change of Zone No. 2531AA, Williamsburg Village Final Planned Unit
          Development, requested by Hampton Development Services, for 125
          units of elderly housing and 80 units of assisted living housing, 
          including a request to waive the height limit from 35' to 42', 
          on property generally located between S. 38th Street and S. 40th
          Street, north of Pine Lake Road.
          Planning staff recommendation: Conditional Approval

     3.3b Miscellaneous No. 99001, requested by Hampton Development Services,
          to vacate all of Williamsburg Village 17th Addition, except for 
          the S. 40th Street right-of-way, 50' west of and parallel with 
          the east line of Section 18, T9N, R7E, at approximately S. 
          40th Street and Pine Lake Road.
          Planning staff recommendation: Approval of vacation of 
          Williamsburg Village 17th Addition, except for the additional 
          right-of-way of S. 40th Street, 50 feet west of and parallel 
          with the east line of Section 18, if Change of Zone No. 2531AA is 
          approved

     PLATS:

     3.5  Preliminary Plat No. 98031, requested by DaNay Kalkowski, on
          behalf of Regent Heights Limited Partnership, to amend the 
          Northern Lights Preliminary Plat consisting of a mitigation plan 
          for impacts to grading, drainage, and vegetation and the 
          corresponding adjustment of streets and lots.  The proposed 
          Preliminary Plat consists of 3 outlots, 256 single family lots, 
          and 1 multi-family lot, with waivers requested to the requirements
          for a low flow liner and to  permit block lengths greater than 
          1,320 feet, on property generally located at N. 84th Street
          and Leighton Avenue.

    4.2   1999 Comprehensive Plan Annual Review

          Amendment #1a, requested by Mike Rierden for Realty
          Trust Group, MJM, Inc., Spanish Oaks, Inc., et al., to revise the
          Lincoln Land Use Plan to change 37 acres from Agricultural to
          Commercial and Parks and Open Space at the northeast corner of
          84th & Van Dorn for a grocery store and center.
          Staff recommendation: Denial.
          Had continued public hearing.  Deferred for CONTINUED PUBLIC
          HEARING AND ADMINISTRATIVE ACTION on March 10, 1999, at the 
          applicant's request.

          Amendment #1b, requested by Michael Rierden for Essex 
          Corporation to change land from Agricultural to Urban Residential 
          and to include land in the Future Service Limit near 84th and South
          Street.
