       CHANGE OF ZONE:

     3.1  Change of Zone No. 3164, requested by Joe Delgado, Tony's Cement
          Work, Inc. to amend section 27.71.120 of the Lincoln Municipal
          Code, to allow temporary paving plants inside the City for City 
          roads, streets, and building projects, to require that suppliers
          shall use City truck routes or routes approved by the County 
          Engineer, and to delete the requirement that restricts the 
          transporting of paving material prepared at the plant to other
          locations.
          Planning staff recommendation: Denial  
          Had public hearing.  Deferred for CONTINUED PUBLIC HEARING 
          AND ADMINISTRATIVE ACTION on 3/10/99, at the applicant's request.

     MISCELLANEOUS: 

     3.2  Waiver of Design Standards No. 99002, requested by Robert Ross, of
          Ross Engineering, on behalf of KJS Partnership, Gerch Investments,
          and Hugh Sieck, to waive sidewalks and street trees, on property 
          generally located on the north side of Cushman Drive between S. 
          16th & S. 19th Streets.
          Planning staff recommendation: Denial of the waiver of sidewalks
          along the east side of S. 16th St., the north side of Cushman
          Dr. and the west side of S. 19th St.; Denial of the waiver of
          street trees along the east side of S. 16th St., the north side
          of Cushman Dr. and the west side of S. 19th St.

          recommendation: DENIAL of the waiver of sidewalks along the east
          side of S. 16th Street; APPROVAL of the waiver of sidewalks

     3.3  Miscellaneous No. 99002, requested by the Director of Public Works
          and Utilities, to amend the Lincoln Design Standards for Subdivision
          Regulations to improve the effectiveness of stormwater storage 
          facility design.

          consisting of 618 dwelling units including 399 single family or 
          townhomes and 219 multi-family dwelling units, on property 
          generally located at S. 14th Street and Pine Lake Road.

          Review, requested by the Public Works & Utilities Department, 
          to increase the number of lanes and right-of-way width of East
          O Street  between 52nd Street and Wedgewood Drive.   
          Staff recommendation:  Deferral
          Had continued public hearing.  DEFERRED
          with CONTINUED PUBLIC HEARING AND ADMINISTRATIVE ACTION
          scheduled for March 10, 1999, at the request of staff.

     CHANGE OF ZONE WITH RELATED ITEMS: 

     4.2a Change of Zone No. 2531AA, Williamsburg Village Final Planned Unit
          Development, requested by Hampton Development Services, for 125
          units of elderly housing and 80 units of assisted living housing, 
          including a request to waive the height limit from 35' to 42',  on
          property generally located between S. 38th Street and 
          S. 40th Street, north of Pine Lake Road.
          Planning staff recommendation: Conditional Approval
