     3.1b Special Permit No. 552A, requested by Michael Bott, on behalf of

     3.2a Change of Zone No. 3166, requested by Richard Finke, to amend
          Section 27.13.040 of the Lincoln Municipal Code to add Garden
          Centers as a Special Permitted Use in the R-2 zoning district; 
          to amend Section 27.15.040(n) relating to how Garden Centers are 
          allowed as a Special Permitted Use in the R-3 zoning district; 
          and to amend Section 27.63.110 relating to the conditions under
          which Garden Centers are allowed as a Special Permitted Use.

          Development Department, to review the intent to create a new
          Downtown Business Improvement District (Base Management District),
          on property generally located in Downtown Lincoln between
          6th and 7th Streets from H to R Streets.

          Rescheduled for public hearing on
          3/24/99 due to lack of quorum (Bayer and Steward potentially 
          declaring a conflict of interest).

          56th Street and Fremont Street.
          Planning staff recommendation: Deferred at the request of 
          staff for the purpose of corrected legal advertisement.
          DEFERRED public hearing until 3/24/99, at
          the request of staff.

     CHANGE OF ZONE:

     4.1  Change of Zone No. 3164, requested by Joe Delgado, Tony's Cement
          Work, Inc. to amend section 27.71.120 of the Lincoln Municipal
          Code, to allow temporary paving plants inside the City for City
          roads, streets, and building projects, to require that suppliers
          shall use City truck routes or routes approved by the County 
          Engineer, and to delete the requirement that restricts the 
          transporting of paving material prepared at the plant to other 
          locations.
          Planning staff recommendation: Approval of the requested text 
          with the inclusion of the staff's recommended revisions
          Had continued public hearing. 
          Scheduled for CONTINUED PUBLIC HEARING AND ADMINISTRATIVE
          ACTION on 3/24/99, at the applicant's request.

     COMPREHENSIVE PLAN ANNUAL REVIEW:

     4.2  Amendment #11, pursuant to the 1999 Comprehensive Plan Annual 
          Review, requested by the Public Works & Utilities Department, to
          increase the number of lanes and right-of-way width of East O 
          Street  between 52nd Street and Wedgewood Drive.   
          Staff recommendation:  Deferral
