     3.1  County Change of Zone No. 184, requested by Michael Rierden, on
          behalf of Todd Lewis, from AG Agricultural to AGR Agricultural
          Residential, on property generally located at Stagecoach Road and 
          Highway 77.
          Planning staff recommendation:  Denial 
          Had public hearing.  Motion to deny failed 4-2 (Bleed, Wallace,
          Schwinn and Hopkins voting  yes'; Duvall and Krieser voting  no';
          Bayer, Steward and Wilson absent).  HELD OVER FOR ADMINISTRATIVE 
          ACTION ON 4/21/99.   Public hearing was closed.

     3.2  County Change of Zone No. 185, requested by Mary Benes, from AG
          Agricultural District to B Business District, on property 
          generally located at NW 70th Street and West Agnew Road,
          Agnew, Nebraska.

     PERMITS:

     3.4  Combined Use Permit/Special Permit No. 11C, requested by Brad
          Strittmatter, to increase the allowable building area to 730,000
          square feet, and increase the limitation on building height to 
          60', for retail/regional shopping center, on property generally
          located at S. 27th Street and Pine Lake Road.
          Planning staff recommendation: Conditional Approval

     CHANGE OF ZONE:

     4.1  Change of Zone No. 3164, requested by Joe Delgado, Tony's Cement
          Work, Inc. to amend section 27.71.120 of the Lincoln Municipal
          Code, to allow temporary paving plants inside the City for City
          roads, streets, and building projects, to require that suppliers
          shall use City truck routes or routes approved by the County 
          Engineer, and to delete the requirement that restricts the 
          transporting of paving material prepared at the plant to other
          locations.
          Planning staff recommendation: Approval as revised on 4/7/99.
          Had Cont'd Public Hearing.  Planning Commission recommendation:
          APPROVAL OF REVISED LANGUAGE SUBMITTED ON 4/7/99, 6-0.

     COMPREHENSIVE PLAN ANNUAL REVIEW:

     4.2  Amendment No. 94-30-11, pursuant to the 1999 Comprehensive Plan
          Annual Review, requested by the Interim Director of Planning, at
          the request of the Public Works & Utilities Department, to 
          increase the number of lanes and right-of-way width of East O 
          Street  between 52nd Street and Wedgewood Drive.   
          Staff recommendation: Approval, as submitted on 4/7/99
          Had Cont'd Public Hearing.  Scheduled for CONTINUED PUBLIC HEARING
          AND ADMINISTRATIVE ACTION on 4/21/99 to give Commissioners 
          opportunity to review staff recommendation submitted on 4/7/99.
