     1.4  Comprehensive Plan Conformance No. 99004, requested by the Urban
          Development Department, to review the FY99 Action Plan; One Year
          Use of Funds (plan for use of Federal CDBG, HOME and ESG entitle-
          ment funding in fiscal year beginning September 1, 1999), for 
          conformance with the 1994 Lincoln City/Lancaster County 
          Comprehensive Plan. 
          Planning staff recommendation: Conformance with the Comprehensive
          Plan
          Planning Commission recommendation: A FINDING OF CONFORMANCE WITH
          THE COMPREHENSIVE PLAN, 5-0.

     1.5  Street and Alley Vacation No. 99003, requested by Burton 
          Pettigrew, to vacate the east-west alley, located in Block 250, 
          Original Plat of Lincoln, bounded by "O" Street, "P" Street, N 
          2nd Street and N 3rd Street.
          Planning staff recommendation: Conformance with the

  CHANGE OF ZONE:

     4.1  County Change of Zone No. 186, requested by Sherrie Gregory, from
          AG Agricultural District to AGR Agricultural Residential District,
          on property generally located at NW 120th and West Fletcher.
          Planning staff recommendation: Denial  
          Had continued public hearing.  Applicant's request for two-week
          deferral in order to complete water analysis was denied. Planning
          Commission voted 5-0 to place on PENDING to be rescheduled for 
          public hearing at the time of an associated preliminary plat.

     CHANGE OF ZONE: 

     5.1  County Change of Zone No. 184, requested by Michael Rierden, on
