          waiver of the sidewalk requirements along Cornhusker Hwy
          and N. 70th St. abutting Cornhusker Business
          Center, Hendrick's 1st Addition and Hendrick's
          2nd Addition so long as the developers/property
          owners agree not to object to the installation of
          sidewalks when ordered by the City Council

     CHANGE OF ZONE: 

     3.1  Change of Zone No. 3177, requested by David Thompson, to amend 
          Section 27.69.044 of the Lincoln Municipal Code, to eliminate 
          all conditions of the special permit for hotels and motels 
          relating to density, room size, and facilities in each room in 
          the O-3 Office Park District; and Sections 27.69.044 and 
          27.69.060, to add off premise signs in the O-3 Office Park 
          District andB-5 Planned Regional Business Districts for motels 
          and hotels.

          deny failed 2-4 (Bleed and Steward voting  yes'; Schwinn,
