Approval of minutes of the regular meeting held May 19, 1999. APPROVED, 6-0.

 1.  CONSENT AGENDA:

     MISCELLANEOUS:
     
     1.1  Waiver of Design Standards No. 99006, requested by Billy Joe Kerr,
          with K&M Land Surveying, for a variance of the subdivision 
          requirements for depth of lot when abutting a thoroughfare, on 
          property generally located on the east side of S. 56th Street, 
          generally in line with Spruce Street, south of Pioneers Boulevard.
          Planning staff recommendation: Approval of the waiver of the
          minimum lot depth for the lots in Lorraine's Subdivision 1st
          Addition from 120 feet to 113.20 feet for Lot 2 and 93.04 feet for
          Lot 3.
          Removed from Consent Agenda and had separate public hearing.
          Scheduled for CONTINUED PUBLIC HEARING and ADMINISTRATIVE ACTION 
          ON 6/16/99.

     1.2  Waiver of Design Standards No. 99007, requested by Michael 
          Rierden, to waive the requirement for installation of sidewalks, 
          on property generally located at Oak Street and N. 10th Street.
          Planning staff recommendation: Approval of a waiver for sidewalks
          along the south side of Oak Street and the west side of N.
          10th St. so long as the developer/owners will not object to
          the creation of a sidewalk district in the future
          Planning Commission recommendation: APPROVAL OF THE STAFF 
          RECOMMENDATION, 6-0.

     1.3  Street and Alley Vacation No. 99005, requested by Lincoln Plating
          Company, to vacate a portion of the West "E" Street right-of-way,
          generally located at West E from Folsom to SW 6th Street.
          Planning staff recommendation: Conformance with the
          Comprehensive Plan and Conditional Approval  
          Removed from Consent Agenda and had separate public hearing. 
          Planning Commission recommendation: CONDITIONAL APPROVAL, with the 
          amendments submitted by Kent Seacrest, 6-0.

3.   PUBLIC HEARING AND ADMINISTRATIVE ACTION:
     PLATS:

     3.1  Preliminary Plat No. 98030, High Pointe North Commercial Park, 
          requested by Jack Lynch on behalf of Roger and Virgil Anderson,
          for 15 commercial lots and 1 Outlot, on property generally 
          located at N. 27th Street and Whitehead Drive.
          Planning staff recommendation: Conditional Approval
          Had public hearing.  Planning Commission recommendation: 
          CONDITIONAL APPROVAL, with revisions submitted by staff on 6/2/99,
          6-0.

     3.2  Preliminary Plat No. 99008, Pine Lake Heights 2nd, requested by 
          Gary Bredehoft, with Olsson Associates, on behalf of Ridge 
          Development, for 76 single family lots and 2 Outlots, including 
          a request to waive the design standards for sanitary sewer, 
          stormwater detention, and street grades, and a waiver of block 
          length and curb and gutter requirements in 27th Street, on 
          property generally located at S. 34th Street and Whitlock 
          Road.
          Planning staff recommendation: Conditional Approval
          Had public hearing.  Planning Commission recommendation: 
          CONDITIONAL APPROVAL, with amendments as requested by the 
          applicant, 5-0, Wallace abstaining.

     MISCELLANEOUS: 

     3.3  Street and Alley Vacation No. 99004, requested by James and Becky 
          Hannaway, and Willard and Jacqueline Schowalter, to vacate that 
          portion of N. 8th Street, lying between Manatt Street and 
          Hartley Street, generally located at N. 8th Street and Hartley 
          Street.
          Planning staff recommendation: Conformance with the Comprehensive 
          Plan and Conditional Approval   
          Had public hearing.  Planning Commission recommendation: 
          A FINDING OF CONFORMANCE WITH THE COMPREHENSIVE PLAN AND 
          CONDITIONAL APPROVAL, as set forth in the staff report dated 
          5/21/99, with title being retained by the City, 5-1 (Wilson 
          dissenting)

     3.4  Miscellaneous No. 99007, requested by Kent Seacrest, on behalf of 
          Ridge Development Company, Southview Inc. and Large Partnership,
          to waive Section 26.23.040 and 26.23.090 of the Land Subdivision
          Ordinance relating to right-of-way widths along Rokeby Road, 
          between S. 27th Street and the railroad tracks, on property 
          generally located at S. 27th Street and Rokeby Road.
          Planning staff recommendation: Conditional Approval
          Had public hearing.  Planning Commission
          recommendation: CONDITIONAL APPROVAL, 6-0.

     MISCELLANEOUS WITH RELATED ITEMS:

     3.5a Comprehensive Plan Conformity No. 99006, requested by the Interim
          Director of Planning, to declare as surplus a portion of 
          Coddington Park, on property generally located at Coddington and 
          West A Streets.
          Planning staff recommendation: Conformance with the Comprehensive 
          Plan
          Had public hearing.  Planning Commission recommendation: 
          A FINDING OF CONFORMANCE WITH THE COMPREHENSIVE PLAN, 5-0 
          (Schwinn absent at time of vote).

     3.5b Change of Zone No. 3182, requested by Mark Hunzeker, from R-2
          Residential to B-2 Planned Neighborhood Business District, and by
          the Interim Director of Planning from R-2 Residential to P Public
          Use District, on property generally located at Coddington and West 
          A Street.
          Planning staff recommendation: Approval  
          Had public hearing.  Planning Commission recommendation: 
          APPROVAL, 5-0 (Schwinn absent at time of vote)

     3.5c Use Permit No. 118, requested by Mark Hunzeker, on behalf of B&J
          Partnership, Ltd., for a neighborhood shopping center, and waiver
          of the front yard setback on West A Street, located on property 
          generally located at Coddington and West A Street.
          Planning staff recommendation: Conditional Approval  
          Had public hearing.  Planning Commission recommendation: 
          CONDITIONAL APPROVAL, with amendments as requested by the 
          applicant, 5-0 (Schwinn absent at time of vote).

4.     ADMINISTRATIVE ACTION:

     4.1  Change of Zone No. 3177, requested by David Thompson, to amend
          Section 27.69.044 of the Lincoln Municipal Code, to eliminate all
          conditions of the special permit for hotels and motels relating 
          to density, room size, and facilities in each room in the O-3 
          Office Park District; and Sections 27.69.044 and 27.69.060, to 
          add off premise signs in the O-3 Office Park District and
          B-5 Planned Regional Business Districts for motels and hotels. 
          Planning staff recommendation: Denial 
          DUE TO LACK OF QUORUM, HELD OVER FOR ADMINISTRATIVE ACTION 
          ON 6/16/99.

     5.1  Combined Use Permit/Special Permit No. 14, requested by David
          Thompson, to allow a hotel in the O-3 Office Park District, 
          including a request for a modification of the sign regulations 
          to allow an increase in the size of the two walls signs and to 
          adjust the front yard along Old Cheney Road for the pole or 
          ground sign envelope, on property generally located at S. 60th 
          Street and Old Cheney Road. 
          Planning staff recommendation: Denial
