2.  ADMINISTRATIVE ACTION:

     2.1  Change of Zone No. 3177, requested by David Thompson, to amend
          Section 27.69.044 of the Lincoln Municipal Code, to eliminate all
          conditions of the special permit for hotels and motels relating 
          to density, room size, and facilities in each room in the O-3 
          Office Park District; and Sections 27.69.044 and 27.69.060, to
          add off premise signs in the O-3 Office Park District and
          B-5 Planned Regional Business Districts for motels and hotels. 
          Planning staff recommendation: Denial 
          Planning Commission recommendation: APPROVAL, 7-2 (Steward and
          Bleed dissenting).

    3.1   Combined Use Permit/Special Permit No. 14, requested by David
          Thompson, to allow a hotel in the O-3 Office Park District, 
          including a request for a modification of the sign regulations 
          to allow an increase in the size of the two walls signs and to 
          adjust the front yard along Old Cheney Road for the pole or 
          ground sign envelope, on property generally located at S. 60th
          Street and Old Cheney Road.
          Planning staff recommendation: Denial
          Had continued public hearing.  Planning Commission recommendation:
          CONDITIONAL APPROVAL, 8-1 (Bleed dissenting).

     3.2  Waiver of Design Standards No. 99006, requested by Billy Joe Kerr,
          with K&M Land Surveying, for a variance of the subdivision 
          requirements for depth of lot when abutting a thoroughfare, on
          property generally located on the east side of S. 56th Street,
          generally in line with Spruce Street, south of Pioneers Boulevard.
          Planning staff recommendation: Approval of the waiver of the
          minimum lot depth for the lots in Lorraine's Subdivision 1st
          Addition from 120 feet to 113.20 feet for Lot 2 and 93.04 feet for
          Lot 3
          Had continued public hearing.  Held over until June 30, 1999,
          for continued public hearing and administrative action at the
          request of the applicant.

     5.2  Change of Zone No. 3185, requested by Steve Schulte, from R-2

     5.3  Change of Zone No. 3186, requested by Jon Carlson, to amend
          sections 27.21.020(h); 27.23.020(i); and 27.24.020(i) of the
          Lincoln Municipal Code, to remove boarding and lodging houses as
          a permitted use in the R-6, R-7, & R-8 Residential Districts.
          Planning staff recommendation: Approval
          Had public hearing.  Held over for CONTINUED PUBLIC HEARING
          AND ADMINISTRATIVE ACTION on June 30, 1999.

     CHANGE OF ZONE WITH RELATED ITEMS:

     5.4a Change of Zone No. 3169, requested by Danay Kalkowski, on behalf
          of IMS Properties, from R-2 Residential to I-1 Industrial, on
          property generally located at SW 6th Street and West E Street.
          Planning staff recommendation: Approval subject to the completion
          of all items for approval of Administrative Final Plat No. 99050,

     5.4b Miscellaneous No. 99005, requested by Danay Kalkowski, on behalf 
          of IMS Properties, for a waiver of  the requirement of the 
          Subdivision Ordinance that the ground elevation be raised one
          foot above the 100-year flood level to allow buildings within the 
          floodplain to be floodproofed, on property generally located at SW
          6th Street and West E Street.
          Planning staff recommendation: Conditional Approval subject to 
          the completion of all items for approval of Administrative Final
          Plat No. 99050, IMS Addition

          APPROVAL of the staff recommendation, 9-0.

     5.5a Miscellaneous No. 99008, by the Interim Director of Planning at
          the request of the Mayor, for an ordinance to amend Chapter 27.69
          of the Lincoln Municipal Code relating to signs, to declare a
          limited moratorium prohibiting off-premise signs 150  square feet
          and over in area in all zoning districts for a period of nine
          months from the effective date of the Limited Moratorium 
          Ordinance.
          Planning staff recommendation: Approval
          Had public hearing.  Planning Commission recommendation: 
          APPROVAL of declaration of a Limited Moratorium Ordinance for 
          five (5) months from its effective date, 6-3 (Wilson, Schwinn 
          and Duvall dissenting).
     5.5b Change of Zone No. 3187, requested by the Interim Director of 
          Planning, to amend sections 27.69.045, 27.69.047, 27.69.048,
          27.69.049, 27.69.050, 27.69.070 and 27.69.075 of the Lincoln
          Municipal Code, to increase spacing between off-premise signs.
          Planning staff recommendation: Defer until the moratorium and 
          review are complete
