     2.1  Waiver of Design Standards No. 99006, requested by Billy Joe Kerr,
          with K&M Land Surveying, for a variance of the subdivision
          requirements for depth of lot when abutting a thoroughfare, on 
          property generally located on the east side of S. 56th Street, 
          generally in line with Spruce Street, south of Pioneers Boulevard.
          Planning staff recommendation: Approval of the waiver of the
          minimum lot depth for the lots in Lorraine's Subdivision 1st 
          Addition from 120 feet to 113.20 feet for Lot 2 and 93.04 feet
          for Lot 3 
          Had continued public hearing.  Planning Commission
          recommendation: APPROVAL OF STAFF RECOMMENDATION, 6-0.

     2.2  Annexation No. 99011, requested by the Interim Director of 
          Planning, to annex property generally located at S. 14th Street 
          and Mockingbird Lane North.
          Planning staff recommendation: Approval
          Had continued public hearing.  Motion for approval failed 3-3:
          Wallace, Krieser, and Bleed voting  yes'; Duvall, Bayer and 
          Steward voting  no;.  Held over for ADMINISTRATIVE ACTION on
          7/28/99.  Public hearing was closed.

     CHANGE OF ZONE:

     2.3  Change of Zone No. 3187, requested by the Interim Director of
          Planning, to amend sections 27.69.045, 27.69.047, 27.69.048, 
          27.69.049, 27.69.050, 27.69.070 and 27.69.075 of the Lincoln 
          Municipal Code, to increase spacing between off-premise signs.
          Planning staff recommendation: Defer until the moratorium and 
          review are complete 
          Had continued public hearing.  Planning Commission recommendation:
          Approval of staff recommendation for the change in spacing
          from 300' to 800' with a note that the Planning Commission
          believes that the entire sign policy should be reviewed during 
          the moratorium period and the spacing requirement is just one 
          step of that review process, 6-0.

4.   PUBLIC HEARING:

          standards for block length, lot area and widths for duplex lots,

     4.1d Preliminary Plat No. 99009, North Hills Addition, requested by

          to waive the requirements for design standards for block length;
          lot area and widths for duplex lots; design standards for 
          cul-de-sacs; proper projection of streets into adjacent land; to
          allow a collector street to directly connect two major streets;
          the requirement that outlots front upon and take access to a 
          street; and for a low flow liner; on property generally located

          service limit, and to change the future land use from public/
          semi-public to Commercial and Urban Residential, on property 
          generally located at the southeast corner of 84th and Holdrege.

          Lincoln/Lancaster County Comprehensive Plan, to change from low
          density to urban residential, on property generally located at 
          S. 70th Street and Old Cheney Road.
          Planning staff recommendation: Approval provided that

          recommended by city staff

     4.7b Change of Zone No. 3181, requested by Robert Ross, of Ross

          Planning staff recommendation: Approval provided that Preliminary
          Plato. 99012 is approved with the revisions recommended by city
          staff

     4.7c Preliminary Plat No. 99012, Fairchild Estates, requested by 
          Robert Ross, of Ross Engineering, on behalf of Zane and Ethel
          Fairchild, for 10 residential lots, with request to waive design
          standard for public sidewalks, to permit 24' wide rural asphaltic
          pavement, and modified location of the sanitary sewer along Old 
          Cheney Road to reduce the required depth of the manhole, on
