     CHANGE OF ZONE:

     1.1  County Change of Zone No. 190, requested by the Interim Director
          of Planning, at the request of the County Board, to amend Article
          16 of the Lancaster County Zoning Resolution, to declare a 
          Limited Moratorium on off-premise signs of 150 square feet or 
          more in area in all zoning districts through February 10, 2000.
          Planning staff recommendation: Approval

     PERMITS:

     1.2  Special Permit No. 1798, requested by Michael Rierden, on behalf
          of SX Corporation,  to permit the sale of alcoholic beverages for

          located at S. 9th Street, between D & E Streets.

3.     PUBLIC HEARINGAND ADMINISTRATIVE ACTION:

     PERMITS:

     3.1  Use Permit No. 56E, requested by Brad Strittmatter, with
          Olsson Associates, on behalf of Jackquelyn Jensen of 
          Kieffer Sign Co., Inc., to amend the use permit to allow a 265.3
          square foot pole sign for the shopping center, on property 
          generally located at the northeast corner of N. 27th Street 
          and Cornhusker Highway.
          Planning staff recommendation: Denial 
          Had public hearing.  Applicant's request
          for two-deferral granted with CONTINUED PUBLIC HEARING AND
          ADMINISTRATIVE ACTION SCHEDULED FOR 10/6/99.

     PLATS WITH RELATED ITEMS:

     3.2a Preliminary Plat No. 98033, Northern Lights Commercial Center,
          requested by Gary Bredehoft, with Olsson Associates, for 23 
          commercial lots and 1 outlot, with request to waive street trees,
          tangent length of private roads, sidewalks along Northwoods Drive,
          landscape screening against the apartment area, and depth of 
          storm sewer, on property generally located at N 84th and
          Holdrege Streets.

     3.2b Use Permit No. 116, Northern Lights Commercial Center, requested
          by Gary Bredehoft, with Olsson Associates, for 216,000 square 
          feet of commercial space, with a request to waive the requirement
          that lots take access to a public or private road and screening 
          along the apartment area, on property generally located at N. 
          84th and Holdrege Streets.
          Planning staff recommendation: Conditional Approval

          CONDITIONAL APPROVAL, with amendments as requested by the
          applicant and as proposed by staff, 9-0.

     3.3a Preliminary Plat No. 99017, Northview 1st Addition,
          requested by Michael Rierden, for 122 attached single family 
          lots, 2 large residentially zoned lots and 2 outlots, with a 
          request to waive the requirements that lot lines be perpendicular
          to the street, on property generally located at N. 24th
          and Dodge Streets.
          Planning staff recommendation: Conditional Approval 
          Had public hearing.  Planning Commission recommendation:
          CONDITIONAL APPROVAL, with amendment to Condition #1.1.5, 9-0.

     3.3b Special Permit No. 1781, Northview 1st Addition
          Community Unit Plan, requested by Michael Rierden, for 122
          attached single family lots, 2 large residentially zoned lots 
          and 2 outlots, on property generally located at N. 24th 
          and Dodge Streets.
          Planning staff recommendation: Conditional Approval
          Had public hearing.  Planning Commission recommendation:
          CONDITIONAL APPROVAL, with amendment to Condition #1.1.5, 9-0.

MISCELLANEOUS:

     3.4  Waiver of Design Standards No. 99009, requested by Milissa 
          Johnson-Wiles, to waive street trees and sidewalks, on property
          generally located at NW 48th Street and West Vosler.
          Planning staff recommendation: Denial
          Planning Commission recommendation: APPROVAL of waiver
          of sidewalks so long as the owner does not object to the creation
          of a sidewalk district in the future if ordered by the City
          Council; and DENIAL of the waiver of street trees, 9-0.

MISCELLANEOUS:

     4.1  Comprehensive Plan Amendment No. 94-38, requested by the Interim
          Director of Planning, at the request of the Director of Public 
          Works and Utilities and the Lower Platte South Natural Resources
          District, to adopt the Beal Slough Basin Stormwater Master Plan
          as a component of the 1994 Lincoln-Lancaster County Comprehensive
          Plan.
          Planning staff recommendation: Approval
          Had continued public hearing.  Planning Commission recommendation:
          APPROVAL, with amendment, 9-0.

PENDING LIST:
1.   County Change of Zone No. 186, requested by Sherrie Gregory, from AG
     Agricultural District to AGR Agricultural Residential District, on 
     property generally located at NW 120th and West Fletcher.
     (5/5/99 - Planning Commission voted 5-0 to place on pending until
     applicant submits a preliminary plat application.)

2.   Annexation No. 99012, requested by the Interim Director of Planning,
     to annex property generally located between S. 63rd Street and 
     S. 70th Street, south of Pine Lake Road.
     (6/16/99 - Planning Commission voted 9-0 to place on pending until
     other property in the general area to the west, continuing in a 
     straight line over to 56th Street, is brought forward for
     annexation.)
