    PERMITS: 

    1.1  Special Permit No. 1725A, requested by Michael Rierden, on behalf
	 of Chuck Schmidt, to amend the Christensen Court CUP, to increase
	 the number of dwelling units to 13 and decrease the number of lots
	 to 2, on property generally located on L Street, between Frost 
	 Drive and S 38th Street.
	 Planning staff recommendation: Conditional Approval
         Removed from Consent Agenda and had separate public
	 hearing.  Planning Commission recommendation: CONDITIONAL APPROVAL,
	 with amendments as requested by the staff and the applicant, 8-0. 

    PLATS:

    1.2  Final Plat No. 99036, Muff 4th Addition, requested by
         Michael R. Johnson of Olsson Associates, on behalf of M & S Con-
	 struction, Inc. to final plat 4 lots for residential development
	 on property generally located at the north end of Trimble Street
	 at West "C" Street.

3.  PUBLIC HEARING
    AND ADMINISTRATIVE ACTION:

    CHANGE OF ZONE: 

    3.1  Change of Zone No. 3196, requested by the Interim Director of Plan-
	 ning, from B-1 Local Business District to B-2 Planned Neighborhood
	 Business District, and from R-3 Residential District to B-2 Plan-
	 ned Neighborhood Business District and AGR Agricultural Residen-
	 tial, on property generally located at S. Coddington Avenue and 
	 West Van Dorn Street.
	 Planning staff recommendation: Approval
         Had public hearing.  Motion for approval failed 
	 4-3 (Newman, Steward, Hopkins and Taylor voting 'yes'; Schwinn, 
	 Duvall and Bayer voting 'no').  Upon further discussion, a second
	 motion for approval passed 6-1 (Newman, Schwinn, Steward, Hopkins,
	 Taylor and Bayer voting 'yes'; Duvall voting 'no'; Hunter declar-
	 ing a conflict of interest).

    3.2  Change of Zone No. 3209, requested by the Interim Director of Plan-
	 ning, from I-1 Industrial District to R-3 Residential District and
	 from I-1 Industrial District, B-1 Local Business District and H-4
	 General Commercial District to P Public District, on property
	 generally located along West Van Dorn Street in the vicinity of
	 Highway 77 (Salt Valley Roadway) and South Folsom Street.
	 Planning staff recommendation: Approval
         Had public hearing.  Scheduled for CONTINUED PUBLIC
	 HEARING AND ADMINISTRATIVE ACTION on November 17, 1999.

    3.3  Change of Zone No. 3210, requested by the Interim Director of Plan-
	 ning, from R-3 Residential District to AGR Agricultural Residential
	 District, AG Agricultural District and P Public District, on pro-
	 perty generally located on both sides of Coddington Avenue south
	 of West Van Dorn Street.
	 Planning staff recommendation: Approval
         Had public hearing.  Scheduled for CONTINUED PUBLIC
	 HEARING AND ADMINISTRATIVE ACTION on November 17, 1999.  Hunter
         declared a conflict of interest.

    PERMITS:

    3.4  Special Permit No. 1806, requested by Fred Lindholm, on behalf of
         Sprint Spectrum L.P., for a 170' wireless communications facility,
	 on property generally located at SW 40th Street and 
	 West O Street.

         Had public hearing.  Planning Commission 'final action':

    MISCELLANEOUS:

    3.5  Comprehensive Plan Conformance No. 99011, requested by the City of
	 Lincoln, to review for conformity with the Lincoln/Lancaster County
	 Comprehensive Plan and the Lincoln Center Plan, an application by
	 the City of Lincoln on behalf of John Q. Hammons, Trustee, for a
	 skywalk permit for two pedestrian bridges linking public garages to
	 the Embassy Suites Hotel; specifically linking the Que Place Garage
	 on Block 36, Original Plat, Lincoln, to the Hotel on Block 35, 
	 Original Plat, Lincoln, and the garage under construction on Block
	 34, Original Plat, Lincoln to the Hotel on Block 35, Original Plat,
	 Lincoln, Lancaster County, Nebraska.
	 Planning staff recommendation: Conformance with the Comprehensive
         Plan 
         Had public hearing.  Planning Commission recommendation:
	 A FINDING OF CONFORMANCE WITH THE COMPREHENSIVE PLAN, 8-0.

4.  CONTINUED PUBLIC HEARING
    AND ADMINISTRATIVE ACTION:

     CHANGE OF ZONE: 

    4.1  County Special Permit No. 172, requested by Nextel Communication,
	 Inc., for a wireless communications tower, on property generally
	 located at NW 126th Street and West Holdrege Street.
         Planning staff recommendation: Conditional Approval
         Had continued public hearing.  Planning Commission
	 recommendation:  CONDITIONAL APPROVAL, with amendment, 8-0.

		AT THIS TIME, ANYONE WISHING TO SPEAK ON AN ITEM
                      NOT ON THE AGENDA, MAY DO SO.

PENDING LIST:

1.  County Change of Zone No. 186, requested by Sherrie Gregory, from AG 
    Agricultural District to AGR Agricultural Residential District, on 
    property generally located at NW 120th and West Fletcher.
    (5/5/99 - Planning Commission voted 5-0 to place on pending until
    applicant submits a preliminary plat application.)

2.  Special Permit No. 1794, requested by Brian M. Barrett, with The Everest
    Group, on behalf of Sprint PCS, for an 85' wireless communications tower
    and associated ground equipment, with a request to waive the landscape
    screening requirements, on property generally located at 445 A Street.
    (10/20/99 - Planning Commission voted 8-0 to place on pending for 4
    weeks at the request of the applicant and Planning staff.)
