    3.2  Change of Zone No. 3218, requested by the Director of Planning, to

    3.3  Change of Zone No. 3219, requested by the Director of Planning, to
         amend Sections 27.03.110 relating to the definition of "Broadcast
         Tower"; 27.63.150 relating to the permitted special use "Broadcast
	 Towers"; and 27.35.030 (d) to add broadcast towers as a permitted
	 special use in the B-4 Zoning District.

    4.1a Change of Zone No. 3216, requested by the Director of Planning, at 
	 the request of the Director of Public Works and Utilities and the
	 Lower Platte South NRD, for a text amendment to revise Section 
	 27.81.010 of the Lincoln Zoning Ordinance to require the approval
	 of a grading and drainage plan prior to any grading or land dis-
	 turbance (except for tilling and cultivation) on sites greater than
	 two acres, and to add new sections numbered 27.07.075, 27.09.075,
	 27.11.075, 27.13.075, 27.15.075, 27.17.075, 27.19,075, 27.21.075,

    4.1b Miscellaneous No. 99011, requested by the Director of Planning, at 
	 the request of the Director of Public Works and Utilities and the 
	 Lower Platte South NRD, for a text amendment to revise Sections
	 26.11.038, 26.15.020, 26.19.031, 26.23.105, 26.23.120, 26.23.190,
	 26.27.060 of the Lincoln Land Subdivision Ordinance to adopt new
	 regulations relating to stormwater quality and quantity, including
	 such items as flood corridors, grading and land disturbance,
	 drainage and protection from local stormwater flows; to add a new 
         section numbered 26.07.126 to provide a definition of "minimum
	 flood corridor," and to add a new section numbered 26.31.040 to
	 establish a requirement for the removal of sediment in the public
	 right-of-way.

    4.1c Miscellaneous No. 99012, requested by the Director of Planning, at
	 the request of the Director of Public Works and Utilities and the
	 Lower Platte South NRD, to adopt proposed new "Stormwater Drainage
	 Design Standards" to replace the existing "Storm Sewer and Con-
	 struction Manual" for the City of Lincoln and to adopt by reference
	 the "City of Lincoln Drainage Criteria Manual."

    4.2  Comprehensive Plan Amendment No. 94-42, requested by the Director
         of Planning, to adopt the Wilderness Park Subarea Plan as an 
	 approved Subarea Plan of the 1994 City of Lincoln-Lancaster County
	 Comprehensive Plan and to amend appropriate references to the
	 Subarea Plan.
	 Planning staff recommendation: Approval

	 APPROVAL, with revisions submitted by staff and amendments as
	 requested by LES, 7-0.

    4.3  Comprehensive Plan Amendment No. 94-43, requested by the Director
         of Planning, at the request of the Director of Finance, to amend
	 the Lincoln Land Use Plan of the 1994 Lincoln/Lancaster County 
	 Comprehensive Plan to change an area from wetlands/water bodies,
	 parks and open space to Public and Semi-Public for the proposed
	 "City Impound Lot" generally located at Sun Valley Boulevard,
	 Charleston and North 1st Street.
	 Planning staff recommendation: Approval

	 APPROVAL, 6-1 (Steward dissenting).
