          proposed Block 3, and to revise lot lines and easements
          for Lots 10 - 13, Block 2, on property generally located
          at N. 24th Street and Dodge Street.

     MISCELLANEOUS:

     1.3  Waiver of Design Standards No. 00003, requested by Richard L. 
          Garcia, to waive the requirement for sidewalks, street trees, and
          the requirement that the associated administrative final plat be
          served by city water and sewer, on property generally located at
          6200 West Adams Street.
          Planning staff recommendation:  Approval; the applicant should
          acknowledge that future development in the area will require
          improvements and potential future assessments.

     PERMITS:

     3.1  Special Permit No. 1794, requested by John S. Hertzler, of The
          Everest Group, on behalf of Sprint PCS, for a wireless communi-
          cations tower and associated equipment, with a request to waive
          the landscaping and the required fall zone, on property generally
          located at 445 A Street.
          Planning staff recommendation: Conditional Approval
          Had public hearing.  Planning Commission recommendation:
          CONDITIONAL APPROVAL, 6-0.

     3.2  Special Permit No. 1827, requested by John S. Hertzler, of The
          Everest Group, on behalf of Sprint PCS for a 100' wireless
          communications tower and associated base equipment, with request
          to waive the required landscaping and the required fall zone, on 
          property generally located at N. 14th Street and Saunders Avenue.
          Planning staff recommendation: Conditional Approval  
          Had public hearing.  Planning Commission recommendation:
          CONDITIONAL APPROVAL, 6-0.

     3.3  Special Permit No. 1830, Mandarin Court Community Unit Plan,
          requested by Richard Speidell, for 4 dwelling units, with requests
          to waive sidewalks; street lighting; paving, curb and gutter; 
          drainage study and street and roadway elevations; and a modifi-
          cation as provided in Section 26.31.015 of the Land Subdivision
          Ordinance, to allow the Planning Director to approve the Admini-
          strative Final Plat in accordance with the approved Community
          Unit Plan, located on property generally located at Mandarin 
          Circle, near S. 84th Street and Pioneers Boulevard.
          Planning staff recommendation: Denial

     3.5a Comprehensive Plan Amendment No. 94-51, requested by the Director

          Land Use Plan, Figure 16, to change land from Agricultural to 
          Industrial on the southwest corner of Highway 6 and N. 98th Street.

     3.5b Change of Zone No. 3236, requested by Mark Hunzeker, from AG
          Agricultural District to I-2 Industrial Park District, on property
          generally located at N. 98th Street and Highway 6.
          Planning staff recommendation:  Approval, subject to 1) removal 
          of the entire area of the floodway and 2) revisions to the 
          protective covenants to the satisfaction of the Public Works and
          Utilities,  County Engineer, Planning and Health Departments

     CHANGE OF ZONE:

     4.1  Change of Zone No. 3237, requested by Jon Carlson, on behalf of 14
          neighborhood associations, to revise portions of Chapters 27.17; 
          27.19; 27.21; 27.23; and 27.24 of the Lincoln Municipal Code to 
          adjust the height and area requirements for multi-family dwellings
          and to adjust the open space requirements; to remove Chapter 27.18 
          R-C Residential Conservation District; to revise a portion of 
          Chapter 27.71 relating to modifications of the front yard setback;
          to require new construction to conform with Neighborhood Design 
          Standards; and to make associated modifications to the design 
          standards.
          Planning staff recommendation: Approval
          Had continued public hearing.  Planning Commission recommendation: 
          APPROVAL, 6-0.
 
     4.2  Change of Zone No. 3241, requested by Lyle Loth, of ESP, from AG
          Agricultural District to AGR Agricultural Residential District,

          Waverly Road.

          the proposed  sidewalks on the east side of SW 10th Street south
          of Grassland Place and the east side of SW 11th Street south
          of Grassland Lane to be located adjacent to the roadway, on
          property generally located at West A Street and SW 10th Street.
