    CHANGE OF ZONE:

    3.1  Change of Zone No. 3288, requested by Brian Carstens, to amend
	 Section 27.63.590 and Chapter 27.07 of the Lincoln Municipal 
         Code, to amend the conditions relating to approval of special
	 permits for the temporary storage of construction equipment and
	 materials in the AG Agricultural District.
         Planning staff recommendation: Approval of revised text
         Had public hearing.  Planning Commission recommendation: APPROVAL
	 OF THE REVISED TEXT, 7-0.

    PERMITS:

    3.2  Special Permit No. 168A, requested by McMaster Enterprise, Inc.,
	 to build and expand a parking lot, on property generally located
	 at S. 13th Street and H Street.
         Planning staff recommendation: Conditional Approval

    3.3  Special Permit No. 1882, requested by Mark Hunzeker, on behalf of
	 Solid Rock Gymnastics, Inc., for a gymnastics school, on property
	 generally located at S. 40th Street and Pine Lake Road.

         Planning staff recommendation: Denial 
         Had public hearing.  Applicant's request for two-week deferral
	 granted.  CONTINUED PUBLIC HEARING and ADMINISTRATIVE ACTION
	 scheduled for 11/15/00.

    MISCELLANEOUS:

    3.4  Street & Alley Vacation No. 00019, requested by Richard C. Krueger,
	 of R.C. Krueger Development Company, to vacate S. 16th Street
	 from the south line of Outlot D, Vavrina Meadows Addition to the
	 south line of said addition, on property generally located at
         Vavrina Boulevard and S. 16th Street. 
	 Planning staff recommendation: Approval to vacate the curved
	 portions of the circular right-of-way 30 feet to the east and
	 west of the centerline of S. 16th St., leaving a standard
	 60 foot wide street. 
         Had public hearing.  Planning Commission recommendation:
	 CONDITIONAL APPROVAL, as set forth in the staff report dated
	 October 16, 2000, with amendment deleting Condition #1.2, 7-0.

    4.1  Special Permit No. 1313A, requested by Brian Carstens, on behalf

    4.2  Street & Alley Vacation No. 00013, requested by Frank Sidles, of
	 Capital Contractors, Inc., to vacate X Street from the east line
	 of N. 8th Street to the west line of N. 9th Street, generally
	 located at N. 8th Street and X Street.
         Planning staff recommendation: Not in Conformance with the
	 Comprehensive Plan and Denial 
         Had continued public hearing.  Planning Commission recommendation:
	 DENIAL, 7-0.

    4.3  Special Permit No. 1865, requested by Sharon Martin, on behalf
	 of Qwest Wireless, L.L.C., for a wireless facility consisting of
	 a 68' tower and associated ground equipment, with a request to
	 waive the fall zone, on property generally located at N. 25th
	 Street and Y Street.  *** FINAL ACTION ***
         Planning staff recommendation:  Conditional Approval of a wireless
	 facility without lights, constructed at or extendible to 85' in
	 height to accommodate the antennas of at least one similar wire-
	 less communications provider in the future.
         Had continued public hearing.  Planning Commission 'final
	 action': CONDITIONAL APPROVAL of the 85' facility, as set forth
	 in the staff report dated October 6, 2000, 7-0, Resolution No.
	 PC-00643.

    4.4  Special Permit No. 1872, requested by Ronald W. Moore, for a
	 dwelling for a domestic employee, on property generally located
