Approval of minutes of the regular meeting held January 10, 2001. **APPROVED, as amended, 8-0 (Steward abstaining)** 1. CONSENT AGENDA: (Public Hearing and Administrative Action) PERMITS: 1.1 Use Permit No. 113A, requested by Michelle Shandera Kugler, on behalf of Lighthouse Properties, L.L.C., to allow a ground sign in the front yard setback, on property generally located at N. 27th Street and Folkways Blvd. Planning staff recommendation: Conditional Approval Planning Commission recommendation: CONDITIONAL APPROVAL, 9-0 MISCELLANEOUS: 1.2 Street & Alley Vacation No. 00023, requested by six abutting property owners, to vacate Pine Lake Road from the west line of Lot 6 I.T. to the west line of Lazy Acres Subdivision, on property generally located at S. 14th Street south of Mockingbird Lane. Planning staff recommendation: Conformance with the Comprehensive Plan and Conditional Approval Planning Commission recommendation: A FINDING OF CONFORMANCE WITH THE COMPREHENSIVE PLAN AND CONDITIONAL APPROVAL, 9-0 3. PUBLIC HEARING AND ADMINISTRATIVE ACTION: CHANGE OF ZONE: 3.1 Change of Zone No. 3299, requested by the Director of Planning, to amend Sections 27.69.044, 27.69.047, and 27.69.049 of the Lincoln Municipal Code, to adjust permitted signage in the O-3 Office Park District and adjacent to the Interstate in the H-1 Interstate Commercial, H-3 Highway Commercial, and H-4 General Commercial Districts. Planning staff recommendation: Approval Had public hearing. Placed on pending. 3.2 Change of Zone No. 3300, requested by Mark Fahleson, on behalf of Larry and Linda Lewis, from AG Agricultural District to H-3 Highway Commercial District, on property generally located at NW 84th Street and West "O" Street. Planning staff recommendation: Approval Had public hearing. Planning Commission recommendation: APPROVAL, 9-0. PERMITS: 3.3 Use Permit No. 136, requested by Robert A. Schoenleber, on behalf of Jerry Joyce, for a 51,122 square foot office building, with requests to waive the front and side yards and landscape screening, on prop- erty generally located at 80th and "O" Streets. Planning staff recommendation: Conditional Approval Had public hearing. Planning Commission recommendation: CONDITIONAL APPROVAL, with amendment to Condition #2.1 as requested by the applicant, 9-0 4. PERMITS: 4.1 Special Permit No. 1892, requested by Jill Bazzell, with Qwest Wireless, L.L.C., for a wireless communications facility, with request to waive the fall zone, on property generally located at N. 7th Street and Fletcher Avenue. *** FINAL ACTION *** Planning staff recommendation: Denial Had continued public hearing. Motion to defer for two weeks failed 1-8 (Steward voting 'yes'; Newman, Duvall, Schwinn, Taylor, Hunter, Carlson, Krieser and Bayer voting 'no'). Planning Commission 'final action': CONDITIONAL APPROVAL, 5-4 (Duvall, Schwinn, Taylor, Krieser and Bayer voting 'yes'; Newman, Steward, Hunter and Carlson voting 'no'), Resolution No. PC-00657. MISCELLANEOUS: 4.2 Comprehensive Plan Amendment No. 94-56, requested by the Director of Planning, to amend the 1994 Lincoln/Lancaster County Comprehensive Plan to adopt the proposed "Southeast Lincoln/Highway 2 Subarea Plan" for the area generally from S. 56th to S. 98th Streets, from Old Cheney Road to 1/2 mile south of Yankee Hill Road, including any associated amendments to the land use, phasing, utility, and/or community facilities sections of the plan. Planning staff recommendation: Conformance with the Comprehensive Plan Had continued public hearing. Deferred for six weeks. Scheduled for CONTINUED PUBLIC HEARING AND ADMINISTRATIVE ACTION on March 7, 2001. AT THIS TIME, ANYONE WISHING TO SPEAK ON AN ITEM NOT ON THE AGENDA, MAY DO SO. PENDING LIST: 1. Change of Zone No. 3277, requested by Richard Wood, of the University of Nebraska-Lincoln, from R-2 Residential District to O-2 Suburban Office District, on property generally located at N. 70th Street and Stoney Ridge Road. (9-6-00 - Planning Commission voted 8-0 to place on pending at the request of the applicant.) 2a. Change of Zone No. 3238, requested by Jack Lynch, with Olsson Assoc- iates, from AGR Agricultural Residential to R-3 Residential District, on property generally located at S. 70th Street and Old Cheney Road. (10-18-00 - Planning Commission voted 9-0 to place on pending at the request of the applicant.) 2b. Preliminary Plat No. 00001, Hawkswood Estates, requested by Jack Lynch, with Olsson Associates, for 26 lots with requests to waive block length; lot line perpendicular to the right-of-way; street light spacing; roadway approach grades; eliminate sidewalks along the internal streets; allow rural roadway section; location of water main and sanitary sewer; storm sewer; storm water detention; transfer sewage across ridge; length of dead-end streets; use name rather than number for north/south street; and separation of roadways intersecting with arterial streets; on property generally located southwest of S. 70th Street and Old Cheney Road. (10-18-00 - Planning Commission voted 9-0 to place on pending at the request of the applicant.)
