NOTICE:   The Lincoln City/Lancaster County Planning Commission
          will hold a public hearing on Wednesday, April 4, 2001,
          at 1:00 p.m. in the City-Council Chambers, County-City
          Building, 555 South 10th Street, Lincoln Nebraska, on the
          following items.  For more information, call the Planning
          Department, 441-7491.
     
     **PLEASE NOTE:  The Planning Commission action is final
     action on any item with a notation of "FINAL ACTION".  Any
     aggrieved person may appeal Final Action of the Planning
     Commission to the City Council by filing a Notice of Appeal
     with the City Clerk within 14 days following the action of the
     Planning Commission. **

     The Planning Commission action on all other items is a
     recommendation to the City Council or County Board.

    CHANGE OF ZONE:

    1.1  Change of Zone No. 3308, requested by DaNay Kalkowski, of
         Seacrest & Kalkowski, to amend Sections 27.63.320 and 27.65.090
	 of the Lincoln Municipal Code, to allow the City Council to
	 modify the parking requirements for multi-family dwellings within
	 a Community Unit Plan to allow a percentage of parking spaces
	 located on a driveway behind a garage directly attached to a
	 dwelling unit to be considered as required parking stalls.
         Planning staff recommendation: Approval  
         Planning Commission recommendation: APPROVAL, 7-0

	 generally located at S. 1st Street and L Street.        
         Planning staff recommendation: Denial 
         Had public hearing.  Planning Commission recommendation:
	 DENIAL, 7-0.  Council hearing tentatively scheduled for 4/23/01.

    3.2  Change of Zone No. 3316, requested by the Lancaster County Board
	 of Commissioners, from O-3 Office Park District to P Public Use
	 District, on property generally located at N. 46th Street and
         R Street.
         Planning staff recommendation: Approval 
	 Had public hearing.  Planning Commission recommendation:
	 APPROVAL, 6-0 (Taylor absent during vote).  Council hearing
	 tentatively scheduled for 4/23/01.

    CHANGE OF ZONE WITH RELATED ITEMS:

    3.3a Change of Zone No. 3306, requested by Brian Carstens and Assoc-
	 iates, on behalf of Krein Real Estate, from R-1 Residential
         District and R-2 Residential District to RT Residential Transi-
	 tion District, on property generally located at S. 56th Street
	 and Waltz Road.                 
         Planning staff recommendation: Approval  
         Had public hearing.  Planning Commission recommendation:
	 APPROVAL, 7-0.

    3.3b Use Permit No. 138, requested by Brian Carstens and Associates,
	 on behalf of Krein Real Estate, Inc., for six 5,000 square foot
         office/medical buildings, with requests to waive Design Standards
	 for private roadway to allow 21' width and to waive sidewalks on
	 one side of private roadway, on property generally located at S.
	 56th Street and Waltz Road.
	 Planning staff recommendation: Conditional Approval  
         Had public hearing.  Planning Commission recommendation:
	 CONDITIONAL APPROVAL, with amendment to Condition #1.1.15, 7-0. 
	 Applicant must complete Site Specific conditions of approval
	 before scheduling on Council agenda.

    MISCELLANEOUS:

    3.4  Waiver of Design Standards No. 01001, requested by Tom Cajka,
	 with Ross Engineering, on behalf of Aspen Builders, Inc., to
	 waive the width to depth ratio for Lots 3, 4, and 5, Block 5
	 Aspen Ridge Preliminary Plat, on property generally located at SW
         25th Street and W Washington Street.
         Planning staff recommendation: Denial 
         Had public hearing.  Planning Commission recommendation:
	 DENIAL, 6-1 (Carlson dissenting).  Council hearing tentatively
	 scheduled for 4/23/01.

    3.5  Miscellaneous No. 01003, requested by Valeree and Richard Krueger
	 and Kathleen and James Schulz, to amend the Country Meadows
         original addition final plat to amend condition 2(H) in Ordinance
	 #14784 from 50' to 20', on property generally located at S. 66th
	 Street and Pine Lake Road.
         Planning staff recommendation: Denial  
         Had public hearing.  Planning Commission recommendation:
	 APPROVAL, 6-1 (Steward dissenting).  Council hearing tentatively
	 scheduled for 4/23/01.

4.  CONTINUED PUBLIC HEARING

    PERMITS:

    4.1  Special Permit No. 1165B, requested by Ray Lineweber, to expand a
	 special permit for historic preservation to include property at
         1301 H Street.
         Planning staff recommendation: Conditional Approval  
         Had continued public hearing.  Motion to deny failed
	 4-3 (Krieser, Hunter, Newman and Schwinn voting 'yes'; Carlson,
	 Steward and Taylor voting 'no').  Motion to approve, with
	 conditions, failed 3-4 (Carlson, Steward and Taylor voting 'yes';
	 Krieser, Hunter, Newman and Schwinn voting 'no').  Held over for
         ADMINISTRATIVE ACTION on 4/18/01.  Public hearing was closed.

2.	Change of Zone No. 3299, requested by the Director of Planning,
	to amend Sections 27.69.044, 27.69.047, and 27.69.049 of the 
	Lincoln Municipal Code, to adjust permitted signage in the O-3
	Office Park District and adjacent to the Interstate in the H-1
	Interstate Commercial, H-3 Highway Commercial, and H-4 General 
	Commercial Districts.

3a.	Change of Zone No. 3292, a text amendment to Title 27 of the
	Lincoln Municipal Code, requested by the Director of Planning,
	to add Chapter 27.53, to create an overlay district, the Entryway
	Corridors District, concerning permitted uses, parking regulations,
	sign regulations, grading and land disturbance regulations, area 
	regulations, and design standards, for corridors in the vicinity 
	of Interstate 80 and Interstate 180.

3b.	Miscellaneous No. 00011, requested by the Director of Planning,
	to adopt design standards for the Entryway Corridors District, an
	overlay district in the vicinity of Interstate 80 and Interstate

4a.	Annexation No. 00006, requested by Gary Bredehoft of Olsson

4d.	Preliminary Plat No. 00011, Morning Glory Estates, requested
	by Gary Bredehoft of Olsson Associates, on behalf of Holdrege
	Investors LLC and University Park Congregation of Jehovah's
	Witnesses, for 54 residential lots, two outlots, and 12
	commercial lots, with a request for waivers of the subdivision
	requirements of Section 26.15.030(b) requiring a Use Permit on
	a portion of the property with the submittal of the Preliminary
	Plat; Section 26.23.030 requiring a street projection to the 
	north; Section 26.23.095 requiring sidewalks on the east side of
	N. 86th Street; Section 26.23.140(e) to allow double
	frontage lots; Section 26.23.140(a) to allow lots with a depth 
	of less than 120' abutting an arterial street; Section 26.23.125 
	requiring a pedestrian connection to the east; a waiver of the

	yard setback for ground signs, on property generally located at
