3.3 Comprehensive Plan Amendment No. 05010(726 K) , to amend the 2025 Lincoln/ Lancaster County Comprehensive Plan to 1) amend the "Existing and Proposed Commerce Centers" map to designate a new Site Specific Neighborhood Center on the southwest corner of 40th and Rokeby Road and to designate a Site Specific Community size center on the east side of 40th Street, approximately 1/2 mile south of Rokeby Road; and 2) to amend the "Land Use Plan" to change the designation from Urban Residential to Commercial on the same properties. Planning Commission recommendation: APPROVAL of the change of zone on the east 280', conditioned upon an agreement being reached between the applicant and staff on the site plan and access issue prior to scheduling on the City Council agenda, and conditioned upon approval of the architectural design by the Nebraska Capitol Environs Commission, 5-1 (Carlson dissenting; Strand and Larson absent). Public hearing before City Council will not be scheduled until an agreement has been reached between the applicant and staff.

2. Comprehensive Plan Amendment No. 03009, by the Director of Planning, at the request of Jim Hrouda, Mayor for the City of Hickman, to amend the 2025 Lincoln/Lancaster County Comprehensive Plan, to adopt the Hickman Horizon Plan as an approved subarea plan and amend the Land Use Plan to reflect commercial and low density residential uses in the vicinity of Hickman. (5-21-03: Planning Commission voted 6-0 to defer until completion of the rural acreage studies called for in the Comprehensive Plan.)

3. Street and Alley Vacation No. 04013, to vacate all of the east-west alley in Block 65, Original Lincoln, bounded by 13th, 14th, "M" and "N" Streets, generally located at S. 13th Street & "M" Street. (3-16-05: Planning Commission voted 9-0 to place on pending until completion of the Downtown Master Plan at the request of the applicant.)

4a. County Change of Zone No. 06003, from AG Agricultural District to AGR Agricultural Residential District, on property generally located at S. 58th Street and Roca Road. (2-15 06: Planning Commission voted 5-0 to continue public hearing on March 29, 2006 at the request of the applicant.)

4b. County Preliminary Plat No. 06001, The Preserve at Cross Creek 2nd Addition, for 10 lots, with requests to waive street lighting, street trees, sidewalks, landscape screening, and block length, on property generally located at S. 58th Street and Roca Road. (2-15 06: Planning Commission voted 5-0 to continue public hearing on March 29, 2006 at the request of the applicant.)
