NOTICE: The Lincoln City/Lancaster County Planning Commission will hold a public hearing on Wednesday, March 23, 2011, at 1:00 p.m. in the City-Council Chambers, County-City Building, 555 South 10th Street, Lincoln Nebraska, on the following items. The LPlan Advisory Committee will meet on Wednesday, March 23, 2011, from 11:00 a.m. to 12:45 p.m., in Room 113 of the County- City Building, 555 S. 10th Street, Lincoln, Nebraska.

**PLEASE NOTE: The Planning Commission action is final action on any item with a notation of "FINAL ACTION". Any aggrieved person may appeal Final Action of the Planning Commission to the City Council by filing a Notice of Appeal with the City Clerk within 14 days following the action of the Planning Commission. **

The Planning Commission action on all other items is a recommendation to the City Council or County Board.

[All Members present] Approval of minutes of the regular meeting held March 9, 2011. ** APPROVED, 9-0 ** 1. CONSENT AGENDA: (Public Hearing and Administrative Action) COMPREHENSIVE PLAN: 1.1 Comprehensive Plan Conformance No. 11003, to review a proposed amendment to the Lincoln Center Redevelopment Plan and the Antelope Valley Redevelopment Plan as to conformance with the 2030 Lincoln-Lancaster County Comprehensive Plan. The proposed amendment adds the "17th and Q/Credit Union Redevelopment Project", which will be listed as Project X in the Lincoln Center Redevelopment Plan and as Project L in the Antelope Valley Redevelopment Plan. The Project includes the relocation of the Credit Union currently located on the northwest corner of 17th and Q Streets to a prominent location on the P Street Retail Corridor (the northeast corner of 17th and P Streets). The Project Area is located on two blocks bounded by 16th, 17th, Q and R Streets and by 17th, 18th, P and Q Streets in Downtown Lincoln. The Lincoln Center Redevelopment Plan Area is generally bounded by Salt Creek, Interstate 180 and "R" Street on the north, 17th Street on the east, "G" Street on the south, and Salt Creek, 2nd Street and Sun Valley Boulevard on the west. The Antelope Valley Redevelopment Plan area north of Downtown is generally bounded by Salt Creek on the north, by the BNSF Railroad tracks on the south, by Antelope Creek on the east and by Interstate I-180 on the west; the area east of Downtown is generally bounded by 17th Street on the west, 27th Street on the east, the BNSF Railroad tracks on the north and "D" and "E" Streets on the south. Public Hearing before City Council tentatively scheduled for Monday April 18, 2011, 3:00 p.m. 1.2 Comprehensive Plan Conformance No. 11004, to review the proposed declaration of surplus property as to conformance with the 2030 Lincoln/ Lancaster County Comprehensive Plan, generally located at N. 8th Street and U Street. PUBLIC HEARING AND ADMINISTRATIVE ACTION: CHANGE OF ZONE: 4.1 Change of Zone No. 11006, from R-2 Residential District to B-3 Commercial District, on property generally located at S. 33rd Street and A Street (northeast corner of Chautauqua Avenue and A Street). Public Hearing before City Council tentatively scheduled for Monday, April 11, 2011, 3:00 p.m. 4.2 Change of Zone No. 11007, amending Chapter 27.80 of the Lincoln Municipal Code relating to fees by amending Section 27.80.010 to require a person requesting a zoning action confirmation letter under Title 27 of the Lincoln Municipal Code to pay an appropriate fee therefor as established by resolution of the City Council.
