The original dataset was created though a process involving the merge of two ArcInfo covers. An over-sized hand-drawn future land use plan map for the City of Lincoln was digitized by Plannning Department staff using a large digitizing table. This digitized cover reflected the City's future land use plan as approved at the time the dataset was created. A digital version of the City's zoning districts was then used as a "back-cover" to compare the future land use plan dataset with the adopted zoning map. Refinements were made in the land use plan dataset to ensure it reflected adopted zoning patterns as appropriate.
The County portion (i.e., outside the adopted "future urban service limit") of the land use plan dataset was devleoped using an Intergraph file of zoning districts in the County and incorporated towns and villages. The "City" and "County" land use files were then merged into a single dataset. Refinements were made as necessary using mylar zoning maps and other hard-copy land use data. The single land use dataset was then "cleaned" and "built" in ArcInfo.
Subsequent (i.e., since 1994) Comprehensive Plan updates have allowed for further refinements of the land use plan dataset. This includes improved datasets showing wetlands, parks, open space, floodplains, institutional facilities, transportation corridors, and other land uses.
