South Haymarket Neighborhood Plan Implementation

The approved South Haymarket Neighborhood Plan recommends development of South Haymarket Design Standards and various zoning changes to the B-4 Lincoln Center Business District and O-1 Office District. These recommendations from the Plan will be carried forward in two Text Amendments.


Design Standards

Text Amendment TX16018 includes amendments to the City of Lincoln Design Standards. Proposed changes include new Design Standards for the South Haymarket District that address streetscapes, site development, and building design; as well as Capitol Environs Design Standards for the J Street Boulevard that are similar to existing standards for other residential areas within the Environs District such as Goodhue Boulevard and J Street east of the Capitol.

Zoning Ordinance

Text Amendment TX16017 includes amendments to the Zoning Ordinance. The proposed changes to the zoning ordinance aim to reinforce the residential neighborhood vision and update permitted land uses across the B-4 District to meet current and future development and land use expectations. In the existing B-4 Lincoln Center Business District, virtually any land use is allowed. A modified B-4 District is proposed that prohibits the heaviest industrial uses which are not appropriate or found in Downtown Lincoln today. Other adjustments to B-4 include establishing a minimum building height and adjusting setbacks for new residential developments.

Public Meeting Schedule

Prior to City Council approval, the Lincoln-Lancaster County Planning Department will seek recommendations from the Urban Design Committee, Nebraska Capitol Environs Commission, and Planning Commission. South Haymarket property owners and stakeholders are invited to attend any of these public hearings to provide input.
