Escapee Fatally Wounded by Officer
On the morning of March 18, 2009, the Lincoln Police Department received information that 45 year old Earl C. Russell escaped from State Community Corrections. He walked away from their facility at 2720 West Van Dorn where he was serving a lengthy prison sentence for 1st degree Assault, 1st degree Arson and Robbery. At 1:45pm, Lincoln Police officers spotted him near 1st and Cornhusker. Earl Russell fled in his red Mitsubishi Eclipse but was involved in an accident at Sun Valley Boulevard and Charleston Street. Earl Russell then turned toward officers, threatening them with a knife. He was subsequently shot.
Pursuant to policies of the Lincoln Police Department, Officer John Brandl, a 14 year veteran with LPD, has been placed on administrative leave, pending the department's internal investigation. Since this is an in-custody death, State law requires the appointment of a Special Prosecutor and a Grand Jury investigation.
The last time an officer was involved in a fatal shooting was in January 2008.
