Charles Blowers Arrested for ManslaughterOn May 26, 2011, the Lincoln Police Department and Lincoln Fire & Rescue were sent to 2532 Vine #14 on a medical call. Charles Blowers awoke to find his 26 year old friend, Latrice Shaner, unresponsive. She was pronounced deceased at the scene. The investigation revealed that Charles provided Latrice with methamphetamine just prior to her death. An autopsy later attributed Latrice's death to methamphetamine toxicity. On January 7, 2013, an arrest warrant was issued for Charles Blowers for Delivery/Possession with Intent to Deliver and Manslaughter. On January 24, 2013, Charles Blowers was arrested in Denver, Colorado. He will be extradited to Lancaster County.
Thoughtful consideration and discussions among the district attorney's office and county attorney's office delayed the issuance of a warrant. Both offices wanted to examine the best avenue for prosecuting the violations - through federal law or state statute. It was ultimately decided to charge at the county level with manslaughter and the drug charges.
It should be known that the Lincoln Police Department will vigorously investigate overdose deaths. Individuals who provide drugs, whether street drugs or prescriptions, that contribute to death may be charged with crimes related to that death.
