Lincoln Police Investigate First Homicide of the Year

On November 29, 2015, at 3:14 a.m., officers with the Lincoln Police Department responded to a shooting at 321 S. 48th Street. Callers reported two individuals inside the residence had been injured. Upon officer arrival, 19-year-old Richard P. Randall, Jr., of Plattsmouth, was located just inside the front door, unresponsive. Richard Randall was pronounced deceased at the scene. A second man, 18-year-old Angok Wal, of Bellevue, was also located inside the residence. He sustained a bullet wound to his buttocks. Angok Wal was treated at a local hospital and released.

Through multiple interviews, police learned 21-year-old Brandon R. Benson and 20-year-old Joseph L. Bratt initially went to the residence to sell marijuana. There was a disagreement and the transaction did not take place. It is believed that Benson and Bratt went to the home intending to rob the residents. Several hours later, Brandon Benson and Joseph Bratt returned to the address. Armed with a handgun, Brandon Benson allegedly fired multiple rounds from outside the front of the home.

Both men immediately fled the scene. Brandon Benson was located just before 6 a.m., at his residence. He was lodged at the Lancaster County Jail for 1st degree Murder and Use of a Firearm to Commit a Felony. Joseph Bratt was located at 10 a.m. near S. 20th & J Streets. Joseph was lodged for Aid and Abet 1st degree Murder. A handgun, which may have been used in the homicide, was recovered.

Later that night, officers arrested a third party, 21-year-old Joshua R. Lock. He is believed to have been with Benson and Bratt during the robbery attempt. Lock was located at his residence and lodged at the Lancaster County Jail for Attempt Robbery and Use of a Weapon to Commit a Felony.

This is an ongoing investigation and additional arrests are possible. Anyone with information is encouraged to contact an LPD investigator at 402.441.6000 or submit information anonymously via Crime Stoppers, 402.475.3600.
