Sex Trafficking Investigation
On June 14, 2016, the Lincoln Police Department learned a teenage girl may be involved in prostitution, recruited by an adult woman. Evidence was later located supporting this information.
On June 21, 2016, undercover investigators made arrangements to meet with the girl. Upon arrival to the home, 40-year-old Kimberly Wheeler greeted the investigator at the door. Kimberly asked for money in exchange for services to be provided by the teen. The victim was subsequently located inside the apartment. Evidence confirmed Kimberly Wheeler was receiving money in exchange for the sexual exploitation of a minor.
Kimberly L. Wheeler was lodged at the Lancaster County Jail and charged with Pandering, a Class II felony. The victim, a runaway, was placed in the custody of the Nebraska Department of Health and Human Services.
On June 24, 2016, arrest warrants were obtained for two additional women believed to be involved in facilitating sex trafficking. Police are searching for 33-year-old Jacqueline E. Stebbins and 25-year-old Kayla M. Holt. This investigation is ongoing. It's possible there are more victims and others involved. UPDATE: Jacqueline Stebbins was located on June 28, 2016 and lodged at the Lancaster County Jail on her arrest warrant for Pandering.
