Construction Update

Pavers Inc. started resurfacing "K" and "L" Streets this week and should be finished by the middle of next week. Resurfacing will then start on "M" and "N" Streets. The resurfacing on "N" Street will be limited to west of 14th Street. The water main in 14th Street from "N" to "P" is being replaced (under a separate contract) and the services in "N" Street from 14th to 16th will need to be transferred from the old main. Pavers will complete the resurfacing on "N" Street from 14th Street to the east after the water main project is completed. Construction of the pedestrian curb ramps along "N" Street from 9th to 14th Streets is almost complete and Pavers will be starting on the ramps along "O" Street from 11th to 14th Streets next week. The new traffic signal at 14th and "N" will be turned on early next week and then Watts Electric Co. will begin working on the traffic signal replacement at 9th and "Q" Streets. A signed pedestrian detour route will be provided for all work impacting sidewalk access.

The City is currently planning to construct this work under traffic utilizing lane closures, however, there may be times when north or southbound traffic is temporarily detoured while asphalt is being placed in the intersections. Pavers Inc. has not requested any full closures at this time. On-street parking will be temporarily impacted while work in or adjacent to those parking areas is completed. The City is working to designate alternate handicap parking stalls for those impacted by lane closures. Access to businesses, residences, and parking garages will be maintained, however, there may be instances when access is limited.

Project Information

Location:
City of Lincoln Central Business District - please see map for limits of resurfacing and traffic signal replacement locations.
Intent of Project:
This is a pavement preservation project intended to maintain and improve the driving surface of the existing roadway facilities. The need for the proposed project is based on information from the City of Lincoln's Pavement Management System (overall condition index rating PDF) and visual inspections by City staff. Traffic signals that have reached the end of their useful life will be replaced and pedestrian curb ramps that do not meet current ADA standards will be reconstructed.
Scope of Work:
The project will mill and overlay approximately 6 miles of roadway surfacing on 11 streets in the Lincoln Central Business District. Two inches of the existing driving surface will be milled off; minor base repairs will be completed as necessary and the driving surface will be overlaid with two inches of new asphalt. Pedestrian curb ramps that do not meet current ADA standards will be reconstructed. No other areas of deteriorated sidewalk or curb and gutter will be replaced as part of this project. Three traffic signals on N Street (13th, 14th and Centennial Mall) and four traffic signals on "Q" Street (9th, 10th, 16th and 17th) will be replaced as part of this project.

Estimated Construction Schedule:
Construction is tentatively scheduled to start in March 2012 after the Nebraska Boys State Basketball Tournament and be completed by November 2012.
Proposed Accomodation of Traffic During Construction:
The City is currently planning to construct this project under traffic utilizing lane closures; however, some work may be completed under short term full closures (3 days or less). On-street parking will be temporarily impacted while work in or adjacent to those parking areas is completed. Access to businesses, residences, and parking garages will be maintained, however, there may be instances when access is limited, such as when the streets are resurfaced or curb ramps are being reconstructed. Pedestrians may be directed to alternate crossings during curb ramp reconstruction.
Right-of-way:
No right-of-way or easements will be needed to construct this project. All work will take place within existing right-of-way and easements.
Estimated Cost of the Project:
This pavement preservation project is eligible to receive 80-percent federal funding for construction and construction engineering, with a 20-percent local funding match. The total project cost is currently estimated to be $5,240,000 with a local share of $1,087,000.
