Step 1.Review the requirements

Contractors must have current registration, insurance, and bond on file to pull permits.

Contractors must have an active Master Contractor license with the City of Lincoln prior to applying for a permit.

Step 2.Getting Started

  1. Complete the Contractor Registration Form
    • The Contractor Registration Form lets us know what information you want on file, who to contact, and allows you to submit your insurance information as part of the process. 
  2. Register for a Citizen Access account
    • Citizen Access is our online permitting system.  You will want to create an account as a contractor.  Contractor accounts do need special permissions add to the profile.  The process takes 24-48 hours to complete.  Please indicate the email address you plan to use in your Contractor Registration application.
  3. The Master Contractor must complete their registration online

Step 3.Application Process

This application will take about 10 minutes to complete your application.

Step 4.Make your payment

You can pay online through Citizen Access

You’re able to use a Visa, Mastercard, American Express, or Discover

All permits will have a minimum $35 fee. Each service will be an additional fee.

The $35 charge will cover a certified inspector to come out to inspect the work that has been completed. Additional Trips are $35.

Step 5.Schedule an inspection

The permit issued must be inspected before any work is concealed. Must be inspected when the installation of the work is completed.

Please have your permit number, date for inspection, and access instructions if necessary.
